Why the secrecy? Don't people have a right to know when the sky's falling?

I know it's trite, but power corrupts. If I believed those in power were really giving orders that were in my best interest, things might be different. If they weren't trying to hide the truth, trying to serve their own interests at the expense of those they ought to be protecting.
